| The ideology of PLF is derived from diverse experience of a cross-section of professionals, who have lead and contributed to several creative projects in the country. The core team of Professionals associated with the Foundation has not only brought with it the institutional learning of Andhra Pradesh Rural Livelihoods Programme, but also assimilated experience from their association with other development projects in India. |

The Government of Andhra Pradesh in the late nineties had created a Programme Support Unit (PSU) for facilitating the implementation of APRLP. PSU has brought about changes in the design, practice and policies in watershed movement in AP by linking Natural Resource Development with poverty reduction strategies. |
| When the work of PSU was reviewed, it was found that it had facilitated change management in on-going programme as well as generating learning materials on future policy. In this context, a need was felt for creating a separate institute within the government to facilitate learning in policy formulation, practice and renewal. This was seriously pursued by the core members with in PSU and as a result PLF was established in 2004 as an autonomous institutions |
